Google Threat Intelligence Group says the pro-Russia influence ecosystem has matured into a global strategic asset over four years of the Ukraine war. The report describes new IO assets, large-scale hacktivism, a pivot back toward broader Russian objectives, and growing use of generative AI for planning, research, and content creation.
That makes limited takedowns less effective. The same network of channels, personas, and supporting actors can be retargeted across EU, NATO, and other narratives, so the threat is now persistent influence capacity, not a single theater of propaganda.
