FCC Targets Voice Providers for Routing Scam Calls via Dormant Accounts
The FCC proposed a $4.5 million fine against Voxbeam Telecommunications for accepting call traffic from Axfone, a Czech provider not listed in the Robocall Mitigation Database (RMD). Voxbeam routed tens of thousands of financial-impersonation robocalls to US consumers through dormant accounts that had not been active since 2018. This case exposes a gap in carrier vetting and account hygiene, showing that simply blocking unlisted providers is insufficient to stop scam calls.
The FCC’s action signals a shift toward holding voice service providers legally liable for failing to monitor and control international call origination sources. Providers must now treat dormant or inactive accounts as active risk points and implement continuous monitoring and stricter onboarding for foreign partners. This enforcement posture raises compliance risks for US carriers and intermediaries beyond traditional robocall blocking measures.
