Una trasmissione GPS civile veniva utilizzata come parte di un control plane militare di key-management. Questo infrange l’assunzione che il GPS sia solo traffico di navigazione, e mostra che un segnale pubblico può trasportare comandi crittografici operativi su scala fleet.
